In this paper, we propose to expand coverage of task-oriented dialogue systems by incorporating external unstructured knowledge sources. We define three sub-tasks: knowledge-seeking turn detection, knowledge selection, and knowledge-grounded response generation, which can be modeled individually or jointly.
