### Confusion Guidelines: Clarification ###

"Clarification" requires the speaker to explicitly indicate they didn't understand or hear the question.

**Clarification vs Dodging**:
- Clarification: "What?" / "Say that again?" / "I can't hear you" / "On Iran?" (Asking to repeat or asking a counter-question to clarify the subject)
- Dodging: Ignoring the question and talking about something else (No request to clarify)

**Clarification vs Declining**:
- Clarification: "What do you mean by that?" (Genuine confusion about the question)
- Declining: "I don't want to get into that" (Understood but refusing)

Rule of thumb: There must be an explicit request to repeat, clarify, or a counter-question aimed at understanding the sub-question.
